I know this is the result of not having the correct language fonts installed for Taiwanese-published game, but it looks like Megaman is just screaming uncontrollably here.
Please note that the kind soul who screencapped Rockman Strategy for the image set used by the Megaman Knowledge Base did not appear to have updated their system settings at ANY POINT (barring some state select shots with what I presume is Chinese text), meaning that everyone in the year 20XX is communicating by whalesong.
