This is a really, really fucking bad idea.

Social programs shouldn't be means tested.
Means testing adds greatly to the administrative cost, the process causes stress for people who can least handle it, it's invasive to privacy of applicants, and if only the lower castes of society use a social program, it creates a stigma against using that social program.
Instead, give everyone access to the programs, and just increase the higher brackets of progressive income taxation to tax the rich's use of them back out.
