From one of the earlier reports on the weekly vigils: "One woman carried a blank sign in ironic protest of the policy." She subsequently reported at a later vigil: "At least one of us was reprimanded for holding a blank sign—that would be me. "
So the IU administration analyzes blank signs as "expressive activity."
