@fncll H5P does have an interactive video tool that might do the job, if you have access to H5P. It would allow a single person to annotate the video, but afaik there isn't a social annotation bit like hypothes.is in the H5P interactive video tool. https://h5p.org/tutorial-interactive-video?page=1
