That sets up a fossil repo and opens its web UI in your browser. You get a file repository, issue tracker/todo list, a wiki/blog, and some other stuff. All these contents sync between repo clones, not just the code part. Hell, you don't even have to use it for version control at all.
Free blog site, setup takes 10 seconds. Doesn't require a Ph.D in blockchains for daily use either.
