Certainly odd!
If Trump is resigning, this indicates it is happening tonight and has not already happened. Also the time itself is weird, because a human would tend to use an hour or half-hour mark for something like this.

@fribbledom Seems like an error, judging by the fluctuations in time, whether that’s hack-related I am unsure, possibly some tired underpaid programmer started writing the page just in case of a resignation (I doubt it) or ‘eviction’ and whacked it out to upload.

Looks hacked. It's unusual that the State Department's biography page even has the president's page to begin with, and Archive.org does not show this page dated before today.
