@fribbledom Not only programming. Consider how SpaceX rolled out a new strongback for _every launch_ at LC-40 until the explosion of AMOS. They only got around to making a definitive version when they reconstructed the destroyed pad. Wouldn't it be better to build the transporter once? The difference is, the upfront effort is only feasible if you can take the hit financially and in the schedule. Otherwise, it's better to build whatever, but cheap and fast, _book the revenue_, then repair and rebuild it. The Falcon strongback is as hardware as they come these days, there's very little programming in it (although of course a computer commands the partial retraction during the countdown etc.).
