You might want to look into the matter a bit more deeply.
Of the three charged for disseminating the toolkit, Disha Ravi, Nikita Jacob and Shantanu Muluk, the latter two were reportedly affiliated with the Indian branch of XR, which Greta is also involved with.
It appears the local activists reached out to Greta to be a channel for the document. Given that all three have bail-less warrants out against them now, it's understandable they sought a foreign channel.
