I think I figured out the Guam thing. Guam has a THAAD battery. NK wants to see THAAD in action. They will fire another test missile near but not at Guam, and see if we shoot it down.
Japan was cool-headed enough to not respond when the previous test came down near them. Will the USA be similarly cool-headed? I'm guessing.... No.
