Quaternary Matrix, Rotating Triangles

If you're ever thinking about painting 1024 tiny isosceles triangles freehand, my advice is: do not. Ow. But I like how it came out.

@xurizaemon It's counting in base 4, in four digit strings (so from 0000 through 3333) in 2x2 cells starting top left and changing row/column when a given digit rolls over. Each digit 0-3 is mapped to a given orientation of triangle.

What determines the pattern of rotation?
