The "per application" locales setup is available for iOS and macOS Catalina. I guess this is nice touch.
I'm not sure why this feature was important though. I don't see a problem with current (system wide) approach tbh,

@krzyzanowskim I think it's meant for the other way around, if you are on a RTL language and that a software misbehaves until it is set to a LTR language
