After minutes of research into my TL, I have concluded that memes are drugs, nukes, and blood. Also taxable.
Tax memes and use the revenue to support community programmes.
If you ban memes then the kids will just get memes on the streets, and the only people who benefit are illegal meme dealers and suppliers.
