Yeah this is basically the whole world right here in this list.

Lots of people crediting the banning of menthol and flavored tobacco products with reduced smoking rates in some areas omit what was, IIRC, a global (and in the US, among others, national) downward trend in smoking by any age group and the rise of vaping (helped me quit tobacco)

There are so many factors at play here with smoking rates (taxation, general pricing, basic availability) that it seems suspicious at best to claim that banning menthols is what had a marked impact on reducing smoking rates somewhere or with some age group.
