i offer that the Minnesota Fiscal Disparities Act of 1971 would be a better model for inter-municipal co-operation & giving teeth to the 7-county Metropolitan Council of the Twin Cities
@morganastra also, a note on Québec's attempt to amalgamate Île-de-Montréal in 2002, followed by several former municipalities voting to de-amalgamate shortly thereafter
