Most people in the first congress in 1790 were kind of winging it with this whole "running a country thing" and most people recognized that Madison was way ahead of them in having thought all of this stuff through; the constitution was after all mostly his ideas.

Because everybody respected him so much, Washington secretly asked Madison to write his first inaugural address to Congress. Congress also respected Madison, so they nominated him to do the important job of drafting the first ever response to the president.


So the first two official communications of the US congress and the President are actually Madison talking to himself.
