tl;dr: We can't have a "Linux" platform, but GNOME, KDE, etc. can be platforms.
We could do that by going around the distributions, by having distributions work together, or both, but the status quo is *not* working and we badly need vertical integration.
elementary has proven it's possible, we just need everyone else to learn that lesson :)
