The Dutch government wants the country’s public services to share as Free Software any software solutions that are written for or by them. Publishing software source code benefits public interests including innovation, economic activity, openness and information securit. According to a study by Gartner, sharing only 20% of their software would result in a benefit of more than EUR 1.1 billion. joinup.ec.europa.eu/collection

@bjoern "Open by default" sounds good, but it does read like they're mainly emphasising source code dumps so far. The next step would be an actively open process, and potential collaboration with outside contributors. But one step at a time :)
