I don't think you can at the level of an individual user.

@wyattwd also worth noting that in this case the media even getting mirrored to m.s could have been major legal trouble because of the loli stuff, which user-side instance blocking wouldn't have stopped. As such Eugen has muted the entire site from the mastodon.social ptl now, and blocked media from copying from there.
@wyattwd mastadon.social has blocked the entire instance, from what I've seen, so you shouldn't have this issue with them now. Best way to do this stuff is just report instances like this (those that don't use CWs) so that whoever runs your instance can block them.
