There is a lot of conflicting information out there when it comes to the best text to background contrast ratio for optimal accessibility. Generally, higher contrast is better, of course, but for people with dyslexia, a too bright background (e.g. black text on white) can also appear dazzling and thus harder to read.

Minimum contrast ratios attempt to make text easier to read for the many people who struggle with low-contrast text. But over those minimums, it depends a lot on the user but also on the specific color combination. Having an absolute “optimal” is not possible.
As a best practice guide, I usually recommend to use a combination that is in a 5:1 to 15:1 ratio, but some colors can go till 18:1.
