Hanlon's Law says never to attribute to malice that which can be adequately explained by stupidity. The problem is that malicious people cultivate the appearance of stupidity precisely so that we won't attribute their actions to malice. And even when they are stupid, it's often a willful stupidity that itself comes from malice.
So I offer you Lynch's Corollary to Hanlon's Law: if the actor benefits from the apparent stupidity of their actions, it's malice.
