Stichting Laka<p><strong>Pallas moet nieuw verbeterplan doorlopen voordat kernreactor-bouw mag starten</strong></p><p><a href="https://www.laka.org/bijlagen/2022/06/Palendorp_Petten.jpg" rel="nofollow noopener" target="_blank"></a>Nadat de Tweede Kamer de bouw van de Pallas kernreactor als <a href="https://www.laka.org/nieuws/2024/mosterd-na-de-maaltijd-tweede-kamer-gaat-naar-pallas-kijken-598815" rel="nofollow noopener" target="_blank">groot project</a> heeft aangemerkt, gaat de Kamer de voorgenomen bouw van de kernreactor in Petten ook strakker volgen. In dat kader beantwoorde minister Agema (VWS) Kamer vragen na het NRC-artikel over het <a href="https://www.laka.org/button/649185" rel="nofollow noopener" target="_blank">drama in de duinen</a>. Uit de antwoorden, vorige week, blijkt dat de gate review, die NRG-Pallas succesvol moet doorlopen voordat de bouw echt kan beginnen, langer duurt. Na de eerste review is (<a href="https://www.laka.org/nieuws/2021/van-ark-nederlands-bouwbedrijf-stapte-vanwege-risico-uit-kernreactor-pallas-project-14861" rel="nofollow noopener" target="_blank">opnieuw</a>) een verbeterplan opgezet wat komend kwartaal wordt beoordeeld. De Auditdient Rijk is ondertussen ook aangehaakt.</p><p>Nu de Tweede Kamer de bouw van de Pallas reactor als 'groot project' heeft aangemerkt, zijn de Kamerleden Thiadens (PVV), Van den Hil (VVD) en Krul (CDA), begonnen als rapporteur. Zij moeten de vaste VWS-Kamercommissie op hoogte houden van de ontwikkelingen rondom het Pallas-miljardenproject. Dat Pallas geen gelopen race is, blijkt wel uit het de uitgebreide NRC reconstructie van vorige maand, waaruit bleek dat de fusiepartners NRG en Pallas elkaar het licht in de ogen niet gunden, het Argentijnse INVAP 257 miljoen euro ontving terwijl er nog geen overeenstemming is over het ontwerp, en de rekening voor de belastingbetaler nog altijd oploopt.</p><p>De <a href="https://zoek.officielebekendmakingen.nl/kst-33626-29.html#:~:text=dit%20artikel%20betrekken?-,Antwoord%20vraag%201,-Ik%20heb%20kennisgenomen" rel="nofollow noopener" target="_blank">reactie</a> van minister Agema (PVV): <em>Ik heb kennisgenomen van het artikel in het NRC van zaterdag 8 februari. Het Ministerie van VWS en NRG PALLAS zijn voorafgaande aan de publicatie in de gelegenheid gesteld om het artikel op feitelijke onjuistheden te checken en te corrigeren.</em></p><p>De rapporteurs vroegen ook om de stand van zaken van de uit te voeren <a href="https://zoek.officielebekendmakingen.nl/kst-33626-26.html" rel="nofollow noopener" target="_blank">gate review</a> die in het laatste kwartaal van vorig jaar was gepland. Minister Agema:</p> <blockquote><p>NRG PALLAS mag pas starten met de bouw van de reactor, nadat de gate review succesvol doorlopen is en de Minister van VWS op basis van de gate review besluit dat starten met de bouw opportuun is. Het doel van de gate review is om onafhankelijk extern advies te verkrijgen over de kwaliteit en gereedheid van de programmaorganisaties van NRG PALLAS en VWS die betrokken zijn bij het PALLAS-reactor project en hun vermogen om de bouwfase van het PALLAS-project te beheren en beheersen. Er wordt daarom gewerkt met een extern en onafhankelijk gate review team dat bestaat uit ervaren projectdirecteuren en managers van binnen en buiten de rijksoverheid. De opzet van de gate review is uitgewerkt langs de standaard werkwijze en richtlijnen die Rijkswaterstaat hanteert voor het uitvoeren van gate reviews.<br>In november 2024 heeft het gate review team interviews gehouden, waarna het team in februari 2025 haar rapport met bevindingen en aanbevelingen heeft opgemaakt. Op basis hiervan hebben VWS en NRG PALLAS in gezamenlijkheid een verbeterplan opgesteld. Naar verwachting zal het gate review team begin tweede kwartaal gevraagd worden om een eindoordeel en advies.<br>Na het afronden van de gate review zal in de daaropvolgende voortgangsrapportage aan uw Kamer alle aanbevelingen en eind- oordelen van het gate review team gedeeld worden met uw Kamer.</p></blockquote><p>Volgers van het Pallas-dossier komt dat bekend voor, want dit is dan verbeterplan nummer zoveel: Drie jaar geleden werd al gewerkt aan <a href="https://zoek.officielebekendmakingen.nl/kst-33626-14.html#:~:text=moet%20uitgewerkt%20zijn.-,Verbeterplan,-Pallas%20werkt%20momenteel" rel="nofollow noopener" target="_blank">Pallas 2.0</a>, nadat uit een technische analyse duidelijk werd dat de Pallas weinig grip heeft op de het werk en de kwaliteit van INVAP, haar Argentijnse bouwer.</p><p>Ondertussen denk VWS dat de race al is gelopen en is aan het afschalen. De <a href="https://archief28.sitearchief.nl/archives/sitearchief/20250323154934/https://www.rijksoverheid.nl/ministeries/ministerie-van-volksgezondheid-welzijn-en-sport/organisatie/organogram/dg-curatieve-zorg" rel="nofollow noopener" target="_blank">programmadirectie Medische Isotopen</a> van VWS, die was opgericht om de beschikbaarheid, toegankelijkheid en betaalbaarheid van medische isotopen te waarborgen, wordt afgebouwd en gaat zich nu nog uitsluitend met Pallas bezighouden en directeur Marieke Dok <a href="https://www.algemenebestuursdienst.nl/actueel/nieuws/2025/03/10/marieke-van-dok-directeur-bestuursondersteuning-en-advies-bij-defensie" rel="nofollow noopener" target="_blank">vertrekt</a> volgende week naar het ministerie van Defensie.</p><p>NRG-Pallas zijn wel alvast de beer aan het verkopen voordat de huid is geschoten: Vorige week het bericht dat de Pettense kernreactor voor 'Medische isotopen' bij wijze van experiment splitstof voor de Amerikaanse Kairos SMR zal gaan <a href="https://www.world-nuclear-news.org/articles/nrg-pallas-to-test-fuel-and-materials-for-kairos-smr" rel="nofollow noopener" target="_blank">bestralen</a>.</p><p> </p> <p><a rel="nofollow noopener" class="hashtag u-tag u-category" href="https://www.laka.org/tag/adr" target="_blank">#ADR</a> <a rel="nofollow noopener" class="hashtag u-tag u-category" href="https://www.laka.org/tag/gate-review" target="_blank">#GateReview</a> <a rel="nofollow noopener" class="hashtag u-tag u-category" href="https://www.laka.org/tag/invap" target="_blank">#INVAP</a> <a rel="nofollow noopener" class="hashtag u-tag u-category" href="https://www.laka.org/tag/smrs" target="_blank">#SMRs</a></p>
