Answer to you question is - about zero.
While Signal messenger is banned in russia, #telegram is not. Telegram has servers in russia and nothing is E2E encrypted by default so it is pretty easy for the FSB to get access to anything there.

@veedems @arstechnica Maybe, or more likely the French would like to go after other chat services too (see for example the ChatControl proposal). The line between group chat, invitation only channels and public channels can be unclear so I don't know if that's why Telegram would be different.

@juergen @arstechnica So it's okay for the government to randomly get involved in private chats with no evidence of a crime occuring? Imagine if the FBI searched through your house because there is a 1% chance you have something illegal at your house. You are supposed to be innocent until proven guilty.
With your logic, we should arrest the discord founder because illegal stuff is shared all the time there, or Instagram, or snapchat, etc.
