The citizens in Russia have basically no control over what the government is currently doing, to my knowledge

Here's what 4 out of 5 Russian citizens are doing: supporting Putin. Even more will vote for him next month.

And yes, his approval rating is high (the article explicitly states that it doesn't matter), but that doesn't mean that Russian citizens actually support what's going on right now
I'm sure that the Russian media distorts it to the point of uselessness
