Literally yes. Musk referenced the "freedom of speech, not reach" policy in his public statements about this. He stated that only one of the posts referenced by Media Matters violated X rules.

I dare you to figure out which one that is, because they're all open Neo-Nazi rants. For the life of me, I can't figure out which one broke X rules.

Whenever Republicans say "freedom of speech," they mean freedom from criticism, which incidentally, is precisely the opposite of freedom of speech.

If I'm not allowed to criticize you, I do not have freedom of speech.

@verge My understanding of Musks claim is he has a site where he endorses outright bigotry, but #MediaMatters falsely implied that advertisers' ads would appear frequently near the bigoted comments when in fact it's rare. This harmed X, he claims, because advertisers it overstated the frequency with which the ads would appear next to comments he endorses and agrees advertisers find loathsome. @mediamatters
