The reality is it was George Stibitz a research mathemetician who figured out how to generalize the teletype audio-to-typerwriter modulation so that it applied to data being exchanged between computers. This modulator/demodulator or “mo/dem” allowed computers to take advantage of the existing phone lines to communicate remotely with each other. The military jumped on the bandwagon trying to use it to strengthen the police state. Companies tried to use it to end capitalism. And eventually people came to use it, once the Personal Computer was affordable enough for everyone to own, and they wanted their computers to communicate.
Phone companies could have given us the Internet, but they’re an unchecked monopoly, so they just sat on their asses and told us we’ll only transmit analog audio and like it. So the modem was a technological solution, which awoke the decrepit phone company leaders to the idea that they could take that over to get even more money from us. And now we have dedicated data lines pretty much everywhere. But it all started with teletype machines, which were given to us by deaf people demanding to be allowed to use the phone too, from them to George, and from there after universities and military both tried to take advantage of it, customers of phone companies brought us the Internet, by using modems and demanding those companies build it.
