Let’s me introduce you Offpunk, which is a CLI web browser that works offline and maintains a permanent cache of all accessed ressources.
It can be used by other applications thanks to the CLI tool "netcache" (which is part of offpunk 2.0) which is like wget/curl but with a cache.
