Diversion could come from loss of phones, patient overload, inability to perform critical radiology functions, loss of neurology capacity, loss of trauma surgeon or team. Take out a CT scanner, and a lot of things will be impacted.
Also, there are exceptions for things like obstetric patients, uncontrolled airway, burn victims, etc. where the nearest capable facility is chosen. In these cases, the diversion is ignored.
