It can also be something someone reported about you. And it doesn't matter if it's true.
Very convenient are things you should have done but didn't do. (Someone gets arrested and it's your neighbour or colleague and now you are an easy target because you should have reported them long ago. Impeding law enforcement!)
And then consider that there's always someone who gains from your removal. Someone looking to move into your place. Or a competitor for your job.
Btw, if you're poor, it's bad because you cannot bribe anyone. If you're rich, it's bad because other people want what you have and that makes you a target.

By the time they realize their turn might be coming soon, it's too late. The system is already up, functioning, and attacking enemies. Trying to turn against the system will only ensure they are next, while cooperating might get them into the safe list.

You can also overstate how far the system will go. A lot of these systems are most interested in terrorizing people into conformity. They can't kill everyone, because they need a population to keep things running. They probably even want a permanent outgroup to persecute. Lots of supporters may be stuck as second class citizens, but there are sadly a lot of people who will be happy with that as long as there are third and fourth class citizens below them.
