These individuals are mostly teenagers or in their early 20s and cannot afford paid courses. Are there any free, high-quality websites or books that I could legally share with them? TIA.

It's not nearly as active as it used to be but every now and then I have seen a Python course go free for a limited time. Once you have "purchased" the course (at $0.00) you can go through it any time; you don't have to complete it during the free offer perid. udemy.com used to do freebies quite often and maybe there is a better way to track them, but if so I am not aware of it.
