Wannabe tyrants like Trump have always used a wildly exaggerated fear of the "other" to fool populations into trading their freedom for totalitarianism. The suspicion that some "other" is taking something from you or threatening you or your family motivates people to action faster than any other stimulus. Headline and text from TPM: IRS Predicts DOGE Lost Half a Trillion Dollars for the USA By Josh Marshall March 22, 2025 8:30 p.m. The Post reports today that the IRS’s internal projections estimate that the DOGE-driven disruptions to the IRS since the inauguration are on track to have reduced tax receipts by more than $500 billion by April 15th. This, to be clear, is not a final tally. It’s not April 15th yet. It’s a projection based on historical data, the number of people who’ve filed, paid owed amounts of tax etc. It’s worth taking a moment to put this number into some context in case half a trillion dollars doesn’t do it for you. Non-defense discretionary spending is the cost to fund the US government once you take out mandatory spending (mostly Social Security, Medicare and Medicaid) and the cost of the US military. For 2023 that number was $917 billion. So that’s most of the stuff we think of as the government, apart from those payment programs and the military. In other words, in about eight weeks DOGE managed to lose the US government, more or less light fire, more than half of what goes to all non-defense discretionary spending.

It is amassing these powers through a series of techniques and legal fictions. - Amy Gleason, the nominal head of DOGE, told judges that it has no organizational chart. This ambiguity makes it harder to track how DOGE operates, though it is plain to anyone that Musk, and not Gleason, is running DOGE. - DOGE employees work for multiple agencies at the same time. They use their agency status to claim that agencies, and not DOGE, are making the changes, but their loyalty is not to the agency, but to Musk. - DOGE-occupied agencies, like OPM or the General Service Administration, are handed new authorities which they use aggressively. - DOGE is engaged in an unprecedented project of data capture across agencies, and now with another federal executive order, seeks to capture state data. We have struggled to characterize DOGE because there has never been anything that looked quite like it before. It is not just an organization that is operating under the framework of what used to be the US Digital Service, though it is that. As an organizational form, DOGE is better described as a network, with members across government, and inside and outside of government. It operates around a single charismatic figure—Musk, not Trump—through a series of loyalties and other ties. Connections are sometimes formal, sometimes not.
