It was ruled void for vagueness.
Vague laws do not provide sufficient notice of what is and is not allowed.
Vague laws tend to chill speech, as speakers err on the side of caution.

I have never known a librarian to give any book to a child. Most I've seen is showing them how to use the computer or card catalog to find a general subject theme, then it's up to the kid to search the shelves.
