The fluffy white "flowers" are dandelion seedheads. Buttonbush is a large-growing shrub, mostly found in wetlands.

@xris Definitely not dandelions, unless there is another species of dandelions (other than common and red-seeded) that I don't know. These are much smaller than dandelions, not more than about 1" diameter, and much more compact.
That it's not buttonbush is possible... or there's always that weird thing that some common names are applied to more than one plant.
