There are now multiple efforts to create a Fediverse version of Follow-Packs / Starter-Packs.

A starter-pack gives you a collection of people and other users to follow
They help new users find people to follow — so they don't have an empty home-feed. But they also help existing users find more people to follow.

For example, are you interested in bird photography — there can be a follow-pack with dozens of people to follow who exclusively post bird photography.
Are you interested in ancient Egyptian mythology & history — there can be a follow-pack with more than 50 people who exclusively post about that.
Are you interested in people in the Vancouver tech scene — there can back a follow-pack with hundreds of people who are in the Vancouver tech scene.
Etc.

I.e., a Follow-Pack / Starter Pack helps you find people to follow and communities to join.

Although it should be noted that — Follow-Pack / Starter-Pack like things have existed on other social-media networks before Bluesky did it, too.

For example, Instagram has had a Starter-Pack / Follow-Pack like feature.
If you follow someone on Instagram, it shows you more similar people you can follow, too.
(You can also get to that list of people to follow with the "+" button on the right side of the screen.)
(This existed before Bluesky's Starter-Packs.)

Twitter has also had its own Starter-Pack/ Follow-Pack like feature — that you also see if you follow someone.
(Again, this also existed before Bluesky's Starter-Packs.)
The user-experience (UX) of this feature on the Twitter mobile-app let's you follow all.

Twitter also has another Starter-Packer / Follow-Pack like feature — Lists.
And more in particular — PUBLIC Lists that other people can see and follow.
(Mastodon has lists, but no one else can see or follow them.)

Although with Twitter Lists, you typically follow the list (rather than individuals on the list).
Although there isn't anything stopping you from following the people in the Twitter list.

I think the Fediverse version of Follow-Packs / Starter-Packs should be some type of ActivityPub / ActivityStreams object.
Rather than just some UI tool that calls APIs for you to follow a bunch of people, or a CSV file, etc.
That was we can create a much 'tighter' & 'better' user-experience (UX).
